A regulator can reliably constrain a system only if its effective response variety is sufficient to counter the variety of disturbances that matter at the controlled outcome.

What it actually says

Requisite variety is relational. A regulator needs enough relevant distinctions and actions to keep essential variables within acceptable bounds under the disturbances it faces. A thermostat does not need to model every molecule; it needs distinctions and responses sufficient for the temperature range and performance criterion.

Effective variety includes sensing, internal models, decision rules, communication, authority, and actuator capability. Options that cannot be selected in time or do not affect the outcome add nominal variety but not regulatory variety. Hierarchy, modularity, buffering, standardization, and environmental shaping can reduce the variety the regulator must absorb.

Where it stops working

State counts depend on resolution, purpose, time horizon, and outcome definition. A larger repertoire can be slow, costly, inconsistent, or impossible to coordinate.

The law supplies a necessary variety condition, not a sufficient design recipe. Accuracy, stability, incentives, energy, learning, and model quality still matter.
